Kebajikan Kewarganegaraan Partisipasi Hak Penyandang Disabilitas dalam Perumusan Kebijakan di Tingkat Pemerintahan Administratif Desa di Indonesia

Abstract


Penelitian ini bertujuan untuk menggali, menggambarkan, dan menemukan Nilai Kebajikan Kewarganegaraan terkait partisipasi hak penyandang disabilitas dalam perumusan kebijakan di tingkat pemerintahan administratif desa di Indonesia. Metode yang digunakan dalam penelitian ini adalah penelitian hukum normatif-empiris. Data dikumpulkan menggunakan studi kepustakaan mendalam. Analisis data menggunakan analisis data kualitatif Miles dan Huberman. Penelitian ini menemukan bahwa Undang-Undang Disabilitas menjadi acuan dalam pengaturan keterlibatan difabel dalam akses hak penyandang disabilitas dalam pelayanan publik di Indonesia. Hasil mununjukan bahwa Nilai Kebajikan Kewarganegaraan dalam partisipasi hak penyandang disabilitas membentuk kohesi sosial yang memperkuat tanggung jawab individu, rasa kasih untuk yang lain, integritas, patriotisme, toleransi keragaman, dan konsistensi. Disimpulkan bahwa terdapat urgensi keterlibatan disabilitas dalam perumusan kebijakan desa guna memahami, mengetahui, dan menganalisis kebutuhan maupun masalah yang dialami disabilitas itu sendiri di level desa. Selain itu, terdapat harapan pula akan adanya upaya untuk melindungi hak kaum disabilitas dan mengubah persektif masyarakat yang baik tentang disabilitas. Penelitian lebih lanjut dapat pula merefleksikan urgensi keterlibatan disabilitas dalam perumusan kebijakan berskala nasional.
