Implementasi Open Door Policy dalam Menangani Pengungsi Ukraina di Jerman

Abstract


Artikel ini bertujuan untuk menjelaskan tentang kontribusi sebuah negara dalam menangani krisis pengungsi akibat perang dalam konteks alasan kemanusiaan. Masalah difokuskan pada studi kasus penggunaan kebijakan open door Jerman tentang program penanganan pengungsi Ukraina di Jerman yang diwarnai dengan pro-kontra secara internal di parlemen. Kebijakan open door bertujuan untuk membuka perbatasan selebar-lebarnya yang memungkinkan penerimaan pencari suaka tanpa batas. Program penanganan untuk pengungsi Ukraina tersebut meliputi temporary protection, integrasi pengungsi, subsidi tempat tinggal, medical care, dan tunjangan kesejahteraan sosial. Kerangka teoritik yang digunakan untuk mendekati masalah ini mengacu pada konsep kebijakan luar negeri. Data-data dalam penelitian ini dikumpulkan melalui metode studi kepustakaan melalui 4 tahapan, yakni pengumpulan dan seleksi data, penyajian data, analisis data dan penarikan kesimpulan. Temuan penelitian ini menunjukkan bahwa keberhasilan penanganan dari pemerintah Jerman kepada pengungsi Ukraina tetap menemui tantangan berupa pendaan yang memaksa Jerman untuk menyetujui kebijakan migrasi yang lebih ketat. Selain itu, terdapat pula diskriminasi yang terjadi antara pengungsi Ukraina dan Suriah yaitu pada kebijakan penanganan yang diberlakukan. Alasan diskriminasi paling banyak adalah karena masalah ras dan perbedaan budaya. Argumen penelitian ini bahwa dalam praktiknya latar belakang seorang pengungsi mempengaruhi pelayanan dan penanganan yang akan didapatkannya di Jerman.
